But,所以這句屬于負面的表達;
第三句:

第二句的第三句之間沒有明確的句間關系詞;
Instead of= not 不表示句間轉折,表示句中否定;
Instead= however 才表示句間轉折;
第二句是形式主語句,真的主語就應該是主語從句的主語;
第三句主語they指代第二句的主語:a majority of the president’s advisers
這兩句主語相同,判斷為并列;
第三句:Instead of a plan of action, they continue to press for more research
為負面表達;
所以先排除正面表達的選項:
